Role Purpose:
The HSE Manager is responsible for developing, implementing, and continuously improving Arada's Health, Safety and Environmental framework across its property development portfolio. The role provides strategic and operational HSE leadership across development projects, construction activities, contractors, consultants, communities, and corporate operations, ensuring compliance with UAE legislation, regulatory requirements, international standards, and Arada's internal policies.
The role will lead HSE governance, risk management, audits, incident prevention, contractor performance, emergency preparedness, and environmental initiatives, while working closely with project, development, construction, facilities, operations, and external stakeholder teams to embed a proactive safety culture across the organisation.
Key Responsibilities:
Develop and implement Arada's HSE strategy, policies, procedures, standards, and management systems.
Establish HSE objectives, KPIs, programs, and annual plans aligned with business and project priorities.
Integrate HSE requirements across project planning, design, procurement, construction, handover, and operations.
Provide HSE leadership and specialist advice to senior management and project leadership.
Maintain effective HSE governance, reporting, documentation, and management review processes
Oversee HSE performance across development and construction projects, ensuring compliance with approved HSE plans, risk assessments, and project requirements.
Monitor contractors, consultants, and subcontractors against contractual and regulatory HSE requirements.
Review project HSE plans, risk assessments, method statements, and emergency response plans.
Conduct regular site inspections, audits, and management walkthroughs to identify risks and drive corrective actions.
Ensure appropriate controls for high-risk activities including working at height, lifting, excavation, confined spaces, hot works, and construction traffic.
Support HSE risk management during design, pre-construction, construction, commissioning, and handover.
Maintain an effective HSE risk management framework covering construction, operational, environmental, and occupational health risks.
Ensure compliance with applicable UAE legislation, authority requirements, and relevant international standards.
Monitor changes in legislation and industry best practices and update company requirements accordingly.
Lead investigations of significant incidents, accidents, near misses, and environmental events.
Monitor incident trends and implement corrective and preventive actions.
Maintain emergency preparedness plans and coordinate relevant drills and exercises
Establish HSE prequalification and performance requirements for contractors, consultants, and key suppliers.
Participate in contractor evaluation and mobilisation from an HSE perspective.
Monitor contractor performance through audits, inspections, and performance reviews.
Escalate significant HSE non-compliance and drive timely corrective actions.
Integrate environmental management requirements into development and construction activities.
Monitor environmental risks including waste, pollution, water, energy, emissions, and construction-related impacts.
Support sustainability objectives and relevant environmental certifications or initiatives.
Ensure appropriate environmental monitoring and compliance reporting.
Develop HSE awareness, training, and engagement initiatives across employees, contractors, and project teams.
Promote visible HSE leadership and accountability across the organisation.
Establish and monitor HSE dashboards, KPIs, leading and lagging indicators, and performance reports.
Identify trends and opportunities to improve HSE performance across the development portfolio.
Coach and develop HSE professionals and site teams
QUALIFICATION
Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
Professional HSE qualification such as NEBOSH International Diploma or equivalent.
Additional qualifications such as IOSH, ISO 45001 Lead Auditor, ISO 14001, or equivalent are advantageous
EXPERIENCE
8–12+ years of relevant HSE experience, preferably with a property developer, real estate group, major construction organisation, PMC, or engineering consultancy.
Strong experience across property development and/or large-scale construction projects.
Experience managing HSE across multiple projects, contractors, and stakeholders.
Strong knowledge of UAE HSE legislation, regulatory requirements, and construction safety practices.
Experience in HSE management systems, audits, risk assessments, incident investigations, and contractor management.
Strong understanding of environmental management and sustainability within development and construction.
Proven ability to engage with senior management, project directors, consultants, contractors, and regulatory authorities.
Strong leadership, communication, analytical, and stakeholder management skills.
